Launch of the ICAT First Policy Paper: The International Legal Frameworks concerning Trafficking in Persons

The paper The International Legal Frameworks concerning Trafficking in Persons characterizes key related elements of the anti-trafficking response today and highlights assumed features that still require development. Additionally the thematic paper recommends a number of legal actions aimed at preventing human trafficking, protecting victims, and prosecuting perpetrators.

The paper was presented in an event co-sponsored by the Permanent Mission of Sweden on the margins of the sixth session of Conference of the Parties to the United Nations Convention on Transnational Organized Crime, which was held in Vienna in October 2012.

His Excellency Mr. Hans Lundborg, the Ambassador of Sweden on Human Trafficking, chaired the launch event. On the panel were: Mr. Martin Fowke (UNODC), Ms. Susu Thatun (UNICEF), Mr. Houtan Homayounpour (ILO), Mr. Jonathan Martens (IOM), and Ms. Sabine Okonkwo (UNHCR).

ICAT's policy paper is the first in a series of five issue papers to be published over the course of 2012-2015. Each paper will examine one key issue that has been identified and agreed by ICAT's member organizations as a critical challenge to be addressed by the international community to succeed in the fight against trafficking in persons in the coming decade. The ICAT Overview Paper, published in May 2012, provides an introduction to each of the five key issues.
